The UK government is experimenting with a new stance on leaving the EU, though this should not be confused with a change in direction. The adjustment is primarily tonal.
In the past, Keir Starmer and Rachel Reeves described Britain's detachment from Europe as a permanent feature of the national situation, difficult to manage perhaps, but inescapable. Currently, they are willing to acknowledge it as a genuine affliction.
Speaking at a local economic summit recently, the chancellor listed Brexit alongside the pandemic and austerity as causes of ongoing financial stagnation. She repeated this viewpoint during an International Monetary Fund gathering in the US capital, observing that the national efficiency issue has been compounded by the way in which the UK left the European Union.
This was a precisely formulated statement, attributing harm not to Brexit itself but to its implementation; blaming the politicians who negotiated it, not the voters who endorsed it. This distinction will be crucial when the financial plan is unveiled next month. The goal is to attribute some fiscal difficulties to the deal negotiated by Boris Johnson without seeming to disrespect the hopes of those who voted to exit.
Among evidence-focused observers, the financial debate is mostly resolved. The Office for Budget Responsibility estimates that Britain's long-term productivity is four percent reduced than it could have been with continued EU membership.
Beyond the expenses from new trade barriers, there has been a sustained decline in business investment due to political instability and unclear rules. There was also the lost potential of government energy being redirected toward a task for which no preparation had been made, since few proponents had seriously considered the practical implications of making it happen.
With evidence being clear, officials find it hard to maintain political neutrality. The Bank of England governor informed a recent international forum that he takes no side on EU exit then stated that its effect on expansion will be negative for the coming years.

At this stage, with the administration being neither new nor popular, detailing financial struggles sounds like making excuses to numerous constituents. There might be more advantage in faulting the Tories for everything if they were the sole opposition and a serious challenger. Policy differences between the main opponents are small, but the electorate notice personal rivalry more than shared beliefs. Supporters of the Reform leader due to distrust in establishment—especially on border policy—do not view the two parties as similar entities. The Reform leader is reluctant to talk about EU exit, in part since it is a legacy shared with Conservatives and partly because there are few benefits to showcase. If challenged, he may argue that the goal was undermined by poor execution, but even that explanation acknowledges disappointment. Easier to change the subject.
This explains why Labour feels increasingly assured bringing it up. Starmer's recent party conference speech marked a turning point. Previously, he had discussed British-European ties in bureaucratic language, focusing on a relationship reset that targeted non-controversial trade barriers like customs checks while avoiding the sensitive topics at the heart of the Brexit aftermath.
During his address, Starmer stopped short of pro-EU arguments, but he suggested awareness of previous assertions. He mentioned "false promises on the side of the campaign vehicle"—alluding to exit supporters' vows about NHS funding—in the context of "dubious solutions" sold by leaders whose simplistic answers worsen the country's challenges.
Departure from the EU was compared to Covid as traumas faced by ordinary people in the past period. Likening EU exit to an illness indicates a tougher tone, even if the financial steps being negotiated in EU headquarters remain unchanged.
The objective is to connect Farage to a notorious case of political mis-selling, implying he is unreliable; that he capitalizes on frustration and creates conflict but lacks governing competence.
The removal of local representatives from the party's administrative wing reinforces that narrative. Leaked footage of a video conference showed internal squabbling and blame-shifting, highlighting the difficulties amateurs face when delivering public services on tight finances—far tougher than distributing leaflets about cutting waste or managing borders.
This line of attack is productive for Labour, but it requires the administration's own performance being good enough that electing Reform seems a risky gamble. Moreover, this is a strategy for a later election that may not occur until the end of the decade. If Starmer and Reeves wish to be seen as alternatives to populism, they must show meanwhile with a clear, constructive program of their own.
There are limits to what is possible with a rhetorical shift, and time is short. It would be simpler to make the case today that Brexit is an affliction and his promoter untrustworthy if they had stated this before. What additional choices might they have? Do they merit praise for admitting it now when other excuses have failed? Yes. But the problem of arriving at the evident truth via the longest path is that observers wonder the delay. Beginning with honesty is quicker.
